Silicon dioxide can be used to make solar grade silicon and is found in many places. It can be obtained from, salt, basalt and quartz is made of it.

It is also a good, strong, thermal insulator (see wikipedia: [1]). The tiles on the shuttle are made of silica, and it could be used to create a reactor in which the production of oxygen or solar grade silicon can take place.
